A former agent was on Fox on Sunday and stated there is an issue where there are multiple agencies involved, Federal, State and Local, with communication. They said they all have equipment that are unable to talk to each other and things have to be relayed between agencies slowing things down.

Wouldn't be the first time comms were an issue.

On Senate call this afternoon, USSS & FBI acknowledged that shooter went from suspicious to threat 10 minutes before rally started and still allowed Trump to go on stage with a known threat in the area.

That wind explains why he was so far off that he hit the far side of that tractor boom lift hydraulic line.
