Given how f…ed up the communications were and the continuing confusion on who was assigned what and where it is reasonable to believe that the USSS C/S teams may have thought that movement like that on the roof was a local C/S teaming repositioning.

What we have yet to hear about is where the local C/S was located when he took the shot that missed just before the USSS fatal shot! Not one mention in anything I have read thus far.

Crooks was on the 1 story building, thus able to scale it without a ladder. Locals were on second floor of nearby building and may have abandoned their location to search for Crooks.

I’m no ‘’expert’’ in this area; BUT, if any sniper or counter sniper team wanted to move from their assigned & agreed position, shouldn’t they have had to REPORT it, or coordinate it, with the Secret Service ? There must have been some site COMMAND STRUCTURE ?
