My father is a disabled vet since the 70s and only got his DV plates a few years ago. In fact he doesn't like his new Bronze Star plates bc it doesn't entitle him to free parking at places like his DV plates do.

Best to call any airport in advance for free DV parking. For those in Houston, I know Hobby allowed it earlier this month, not sure about IAH.
Toll road discounts, or fee waivers in many cases; but, you will likely need to register your DV plate for each individual toll authority (usually free of charge/online):
