    They control what officers carry off duty?

    I don’t know about SAPD’s departmental policy, but historically some departments have done so either thru a requirement to qualify with the weapon or have a list if approved firearms or features (must have thumb safety).

    Also, off-duty doesn’t mean not subject to following departmental policies as a condition of employment.

    The report could also be factually incorrect, among other things.

    But before my father had his first heart attack, he went to visit the one and only doctor's office in our little town. The doctor told him there was nothing wrong with him and gave him a prescription for valium.

    A few days later, after my mother had driven my dad to the hospital 40 miles away in SA (at speeds so fast she broke the speedometer), that same doctor told her that he sent my dad away the previous week because "That man was about to drop dead of a heart attack. I didn't want that in my office."

    People didn't sue doctors so much back then, apparently.
