    Compliance car.
    The first one was, but the new one wasn't intended to be. They had planned on the new 500 and 600 to be EV only and expected them to be their #1 seller like the previous ICE 500 was, but with how dismal the sales have been they are retooling to make them hybrids. The US launch has of course been a complete failure, but the Europeans aren't buying them either.
