200 million dollar warplane and a $400,000 missile to shoot down a $200 balloon. Plus the operating expense of the AC. One of the shoot-downs reportedly had tanker and follower ac so cost of other stuff was in the multiple M$s.

I find it hard to believe that the CSB could not have been brought down by using the 20MM gun. It would have made the recovery much easier and more complete since it would have been left pretty much intact.
