The problem for SWAT is that the Department forms this rather specialized unit that when it's needed it is NEEDED but in reality doesn't get called out all that much.

They then need to justify the rather large ongoing equipment/training budget and thus go looking for more ways to use their toy.

This bill and alot of others were heard yesterday in the Homeland Security & Public Safety Committee. It was one of the last bills heard late last night.
