Saw CJ Grisham mention this on facebook. It seems pretty reasonable to me.

Thank you State Rep Harold V Dutton Jr! This bill will save lives of Texans and law enforcement! Finally, some common sense legislation to end gun violence.

"The existence alone of a legally owned gun in the home of an individual does not constitute evidence of an imminent threat."

    https://capitol.texas.gov/tlodocs/86R/billtext/html/HB02015I.htm
A department may not create or administer a Special Weapons and
Tactics team or unit unless every officer on that unit is equipped
with a body camera and the department has instituted policies and
procedures to ensure that body cameras are turned on and recording
during all unit action and remain on until the action is concluded
by the arrest of all persons or at the time that all police
    personnel have left the premises.
A department administering a Special Weapons and
Tactics team shall institute policies designed to limit the
deployment of that team to situations involving an imminent threat
of serious bodily injury to civilians or officers. The
determination to deploy a Special Weapons and Tactics team shall be
based on consideration of evidence for an imminent threat to a
persons or officers, and that the conditions are such that the
suspect cannot reasonably be apprehended using routine methods.
The existence alone of a legally owned gun in the home of an
individual does not constitute evidence of an imminent threat.

When SWAT is deployed for a pre-planned warrant service or for an
incident not involving ongoing violence, the basis for believing an
imminent threat exists should be reviewed and approved by a
supervisor at the level of Captain or above before the deployment,
to include justification for warrant execution between the hours of
    sunset and sunrise.

Without SWAT teams, who would rescue Mr. Shirley?

Swatting is occurring. Haven't seen an incident in the news lately. Scary that someone can call 911 and say so and so at this address has guns and is threatening to kill his family and himself and the Swat team shows up at your house. Or they get the wrong address and break down your door.

One of the moderators on AKFiles had this happen to him. A disgruntled member who had been banned from the forum did it.

There was a bunch of guys I used to game with online, many of who where LEOs, firemen, and paramedics. We had a pretty good little community going until some asshole who had some kind of issue with someone in the group started swatting some of the more prominent members. One of the firemen and several other members were hit. I don't think anyone was hurt, but I noped the hell out of there as did pretty much everyone else. An extremely active gaming community ceased to exist literally overnight, and never recovered.

I don't know if they ever caught the little shit who did that, but if they did, I hope he spends the rest of his life in prison. Swatting should be considered attempted murder.

Maybe if they weren't busy being used for drug busts they would be available for when the shit really hits the fan.
The thing about this statement is MOST agencies with some type of tactical unit don't have that many callouts unless they ARE used for drug raids

One of the things I’ve learned about our local law enforcement is that they only seem interested in drug or DWI cases. I’ve spoken to other crime victims who’ve also expressed frustration at the lack of prosecutions of assaults and thefts.

I think prosecuting drug and DWI offenses are easier and more profitable for the DA.

LE is like an iceberg. The public only sees the 10% thats above water. The rest of it you don't see. The folks that investigate the burglaries, auto thefts, robberies, and sex crimes after the patrol officers takes the report are almost never seen. But these are the folks trying to clear cases.
