I didn't get it for this reason mentioned in this thread. I'm really not sure why you felt that way. I was just posting an observation I made after I got a LTC, why do you have to assume one before the other?
I figured it out. You are moving back to Komifornia and need to sell all your weapons before returning (they are probably illegal there), and your LTC being of any use in Kali, fa-get-about-it.
