    Yeah but the FFL should pick up the gun himself and charge you for gas . I used to work for fedex. They delivery their package started at 8:00am. All the packaged who got paid extra which needed to delivery earlier than other regular packages. Sorry but thiis is how Fedex do their business. But if a package you paid to delivery before 10 am but if the package goes over 10 am you can get all your money back and free delivery :D.

    That may work for UPS, but under federal law, the serialized receiver is "a gun" whether it's stripped or complete.

    That is correct. Even if you ship a stripped down frame, if it has a SN it is considered the gun. When you buy a AR stripped lower, you fill out all of the same paper work as if you were buying a complete gun because it carries the SN.

    If you do chance it and ship a "gun" without declaring it such to the carrier, the least of your worries is it getting lost or damaged in transit. It is ATF (say Federal) law that you must disclose to the carrier that you are shipping a gun, and although I don't know what the penalty for that is, I'm sure it's more than a slap on the wrist.

    You do not have to declare anything IF you are shipping to a licensee.

    From your page, ATF FAQ B8 causes confusion as it states you do need to tell the carrier it is a firearm. This is why folks get confused. You may want to quote 922(e) instead.

    B8) May a nonlicensee ship a firearm by common or contract carrier?

    A nonlicensee may ship a firearm by a common or contract carrier to a resident of his or her own State or to a licensee in any State. A common or contract carrier must be used to ship a handgun. In addition, Federal law requires that the carrier be notified that the shipment contains a firearm and prohibits common or contract carriers from requiring or causing any label to be placed on any package indicating that it contains a firearm.

    You beat me to it.....I found that exact paragraph in the Federal Firearms Regulations Reference Guide Book. Refers to:

    [18 U.S.C. 922(a)(2)(A) and 922(e), 27 CFR 178.31]

    Unless that has changed, which I doubt.

    This whole thing is annoying on all sides. The law is, like many others... a feel good BS law that obviously doesn't do what it was intended. The shipping company, this being FedEx uses the same driver, on the same route (So the FFL told me) and he/she should know their schedule and its no surprise what he is delivering. They only deal in the shipping of firearms and they should know better to be "attempting to deliver" before the place even opens. I can't be mad at the FFL, they are open 9hrs a day, 1 day off during the week and 1 weekend day off. I can't ask for more then that.

    It just pisses me off that i am home right now from surgery, and there is NOTHING i can do about it. I can't go to the FFL's shop and just park there before they open waiting for the driver to arrive, I can not pick up the package at the hub, I can't force the FFL to close shop and drive over to the hub after the driver gets back to pick up my package.

    I wonder how many other packages this driver has "attempted" to deliver outside of business hours and just has sitting in his truck all day. I wonder how many other people are in the same freaking boat i am just pissed off paying for "Overnight" delivery and its gonna be 7 days before the gun is received. Its outrageous... I can't think of a better way to say it.
