You are correct, they still got to keep the total money that people paid in through buying Lotto tickets. I get it. Whatever that total amount was from ticket sales.
You know what I mean, it's a highway robbery scam! He's not getting a lot of what he could have, I guess.

Spam was served to troops in Hawaii during WWII because it was too expensive to get fresh meat and Spam didn't require refrigeration. It became a staple there and fresh meat in Hawaii is still more expensive than the mainland.
