    Any Dept. that still has a wait for backup policy for an active shooter should be disbanded.

    Training and equipment has gone through the roof for officers in the last 10 years to deal with this kind of situation. Police today are better armed and trained in current techniques than in any other time in history. Active shooters need immediate intervention the moment an officer is on the scene. IMO, an officer that won't take advantage of offered training opportunities (i've known several from my father's departments) or who isn't prepared to get into the line of fire to save lives is not fit for duty.

    On the other hand, by the time the first officer responded, the shooting was most certainly over. He was not witness to the events and has a duty to assess the situation before he stormed in, guns a' blazin'. In a situation like this, victims quickly turn into hostages after the initial anger response wears off, once the shooter grasps what is going on. In a hostage stand off, the last thing you want to so is barge in single handedly.

    But, as stated in the report, the officers DID enter the building when backup arrived. So hostage situation may have been out of the question. Obviously policy could cost some lives, not in this situation, but in any number of similar situations. GPPD needs to reassess their policy and training at this point.
