You want an answer? Most here won't like it. Certain areas of HIPPA should be opened up to NCIC such as autism, schizophrenia, etc.
My son should never be able to purchase a firearm. Does a face to face transaction between two private parties make my opinion invalid? Maybe yes. Maybe no. But there needs to be as much done to where my son can never purchase a firearm. My son can never be cured as far a current medical treatment/technology is concerned.
That's exactly the specific answer I was looking for. Interesting you bring up HIPAA laws and confidentialities. I have frequently commented that I believe that opening up HIPAA is going down a VERY SLIPPERY SLOPE. One might look to creating a database of citizens deemed mentally unfit. Who makes that diagnosis? How do you handle errors? How would you then identify these "marked" citizens? Think about our current "no fly" list. If 100% of the population does not have access to these lists, how is one to identify the marked citizen? How about a tattoo identifying each marked citizen.
I'm not bashing you as I see your concern. My issue is how do you put a system in place to do what you want and still maintain some semblance of liberty.
