This is gettin' confusing. To what post or whom are you referring too? At any rate, if a weapon is confiscated by law enforcement, and is later offered for sale, by the department, anyone can buy it.

First, how do you know the details behind the transfer of the weapon so well that you can assume it is the same as stealing?
