    As far as I know, there are no franchises with Whataburger. They are all corporate owned.

    Then it seems to me if 'the corporation' is going to ban OC, they would know how many signs they'd need to order.

    Maybe some locations are just slow to get the signs up.

    I'm thinking they pulled a Target and just said what they thought would pacify the alarmists and let it go at that. No signs, no enforcement, just a new release that says we kinda wish you wouldn't. (actually pretty sad Target is more pro-gun than HEB in that regard)
