They need the $14 million to pay the "consultants" they will hire to get things going. For some reason, I'm beginning (for many, many, years) to distrust our government with spending "OUR" money wisely. 'Just a feeling!

The treasury cannot accept earmarked donations. If they were to accept the money, it would go into the general fund to be spent on normal government expenses. Google the subject for further details. This money might be spend on "consultants" who will gladly offer their service until the money runs out.
