Maybe our on-board ATF agent will chime in https://www.texasguntalk.com/threads/wtb-stripped-lower.89496/There is a caveat in Texas law (I believe) that states you need to have reasonable decision making (ie if you have an idea the person you are selling to should not have a gun...if they make statements that confess as much, if they are making g threatening or violent comments, you should not sell to them) of course that is difficult to prove in court...but if you sell to someone making theats you deserve the scrutiny and possible backlash...don't be careless...too important we make good decisions especially now in this political climate to not make poor choices

And.....Sub'd. Pretty sure you can sell to anyone you would like, but a bill of sale is recommended to give a paper trail for yourself. I have seen some people who only sell to current Texas LTC holders.
