Sales advertising something like "UP TO 90% OFF".
We've all seen it. Sale signs saying "Everything in the store up to 70% off"
I take "up to" literally. So do the merchandisers.
That means maybe ONE item on a back shelf is 90% off.
That means EVERY other item in the store is 0% or 2% or 10% off.
