The city of San Angelo assesses the amount of pavement at the businesses to tax them for the amount of runoff it causes. This was listed as a fee when I rented a storage unit there a few years ago. And in Oregon (?) property owners cannot set up rain barrels (or anything else) to collect rain water for use on their property. If they do they are subject to fines.
All ready happened in several states, incl. Arkansas. I was surprised to learn that you do not own the water on your land in either Arkansas or Texas, as well as many other states. Water is legally a resource that belongs to the state. You can't dam a stream running across your land. You are responsible for the water in any pond on your land. For example, if a farmer "pollutes" a small pond on his land using fertilizer or pesticides, he can be prosecuted by the state. It's illega in many places to use a rain barrel to catch runoff from your roof. You're stealing a state resource. And there are a LOT of places that charge you for paved area that causes water to run off rather than sink into the water table.
