Simple answer: Our society coddles the stupid, and they breed faster than the rest of us. Seriously. Look around you at the people you see in their 50s and below, and consider how many of them would've lived to adulthood back in the 1950s. It's something I realized in my 20s (which was in the 1990s) and observation has done nothing but reinforce this realization.

As for what can be done about it? Well, that old joke about removing all the warning labels and letting nature sort it all out is pretty damn valid if you ask me...

I blame teachers and teachers unions. They constantly dumb down curriculums to work and teach less and suffer no expectations of performance.
Learning and critical thinking has been replaced by memorizing answers to a specific test.
