When shit like that happens, riot control measures need to be put in place. CS gas, baton rounds, fire hoses...rush the border and there should be immediate penalties to discourage others. Hell, along with all those measures they should be sprayed with indelible dye so they can easily be identified to be immediately and permanently denied entry (or immediately deported with no appeal or hearing if they do sneak across).

Yeah, dropping a few in the front rank would do it. The diplomatic issues of potentially firing into Mexican territory would keep it from happening though...even though the Mexican government hasn't shown any qualms about firing across the border from their side in the past.
