I was looking at the TPWD's changes to the rules on transporting deer carcass, aimed at reducing the spread of diseases in Whitetail. I see no sound reason for anyone to disregard them. One good rule doesn't make up for some boners that they have implemented, but their reasoning sounds...
    reasonable anyhow.

Are you referring to the CWD counties? Or the other transportation of carcass rules that have been in place quite a few years?
    See attached.

There ain’t no deer in the dump.

I am failing to see how this could have any impact.

    Rural Wise County, TX.
I found a deer carcass next to a few bales of hay on my property near the road.(rural county road)

Looked like it got hit by a car and got 50 yards and died.

I got my tractor (with pallet forks) and scooped under it to move it to the wooded area in one of my pastures.

Was I supposed to notify TPWD? or the Sheriff?
Probably dead a day or two.

Every once in a while a goat dies I put a dead goat in that area for the 'clean-up-crew'.

    Never thought to contact ANYBODY.

What I got from what I read, talked about the parts of a deer that hunters wasn't gonna eat (guts, bones, hide) being left in the area that it lived in or buried 3 ft down, lessening the spread of diseases. I really don't know that anything will change the pace, outcome or help contain the spread of CWD from where it is occurring now. I am reasonably sure the threat is real.
