The only way your phone can be turned off is by battery removal. They have made these new phones to where you can't remove the battery- to help Big Brother out. So, yes it's possible.

Even with mobile data turned off it is probably still tracking location through GPS or cell phone towers or something like that just for 911 and copy in cop poop.
If the phone is completely powered off then they probably can't do it but by a faraday cage and stick it in there that way you know they can't do it.
2gb of usage for a week is way too high for passive background use. Something else is going on.

Yes, it's possible. There was, for example, an Android bug that let phones use data for location services even when data was turned off. Seems likely there's another bug at play here.
