On some vehicles, yes. They put an access port in on the inside on some so you can get to the fuel pump / sending unit, so you don't have to drop the tank to change those out.

Yes. Wife’s Camry is like that. Lift the back seat cushion and there it is. That hole he’s pulling the guns through is where the fuel pump and sending unit is mounted.

1st generation Ford Focus wasn't but a quick Google gives you a template where to cut under the seat. Sure beats dropping the tank!
