    On some vehicles, yes. They put an access port in on the inside on some so you can get to the fuel pump / sending unit, so you don't have to drop the tank to change those out.

    1st generation Ford Focus wasn't but a quick Google gives you a template where to cut under the seat. Sure beats dropping the tank!
