john deere line trimmer shaft problems

Im working on a c1200jd the shaft head wont spin with the shaft in the tube. I pulled that wire looking shaft out and its fine. On the end of the outer shaft theres a bolt on top of a bearing. Ive tried everything to loosen and I cant. Any ideas how to get that off to see if its stripped?
