They even have uprisings against the government every few years, that are crushed mercilessly...leading to the next, larger uprising. No reason to create massive numbers of dead civilians - and plenty of reasons not to. Targeted hits are what's called for. Take out specific rooms of specific buildings that have specific individuals in them. Take out individual vehicles in motorcades. Decapitation strikes on all levels of government and military leadership will end things quickly.

Use of nuclear weapons will not go over well with the rest of the world, and will encourage countries like Pakistan to use them on their rivals, once the precedent is set. Stomping the right heads in Iran will stabilize the entire region.
