I actually considered using it when I signed up but decided to go with my long-term nom de plume instead. Why someone didn't pick it up sooner is a mystery to me.

Jail is pre-conviction & and prison is post conviction.
What I've been reading is that jails have released the accused more readily.

Not exactly or entirely.

Jails have convicted inmates whose sentence is under a year or who are in the county during trials and motions for their present conviction or new cases.

Releasing anyone from anyplace during an emergency us stupid. .
