We *set* C as the speed of light only based on round trip times, we have yet to measure a one way speed. C=299729458m/s EXACTLY in a vacuum, but we have never been able to to measure that except as a round-trip avg. One leg *could* be faster or slower than the other.Unless there is some weird path that forces the light to detour on its path (such as getting from the suns core to the surface) we have a pretty good idea of how long it takes light to get somewhere, given that the speed is constant. The differences in time are simply a matter of perspective.
