You'd have to ask her husband. Jolene was based on a bank clerk after her husband had started finding every reason he could to do business at the bank, even if he had no business to be there. There's no evidence of any real hanky-panky but the bank clerk definitely caught his eye. So, like she does with pretty much everything in life, Dolly wrote a song about it.
