    Until some police department figures it out and starts making lots of money from the tickets and the tow-aways. Laws that allow such are already in place in many states and will, I predict, be everywhere sooner rather than later. In fact, I'd bet that the laws will evolve so that the use of a fake outlet like that will probably be designated an aggravating factor and will result in stiffer penalties.
    I would bet/hope/expect if a cop removed the charger to search for contacts, it would be a violation of reasonable search and seizure. The burden of proof is on the state, having contacts to charge your battery which starts your gas engine should get you by safely I would expect.

    I would bet/hope/expect if a cop started running across this sort of thing, they'd figure out a way to get it done. I can imagine a training module on the badging of EVs vs fake EVs, for example.

    It's going to take a lot more than badging to determine if a car is genuinely a PHEV or not. There's quite a few companies doing EV conversions now, and hybrid retrofits are next.
