I accept that no freeway will ever be finished. If any sizable section (say, 50 miles) of any freeway is ever 90% finished, the oldest 10% would have been sufficiently torn up by time and use that it would require a complete rebuild. By the time that's done, the next oldest will need to be rehabbed. Over time, changes in traffic patterns and density will require that parts of the road be redesigned, creating more multi-year projects. By the time those are finished, some other portion will be so torn up it will need to be rebuilt.
Lather, rinse, repeat, ad infinitum.
If I ever see a long, discrete section of well-used freeway that is not at least partially under construction, then I know the apocalypse has arrived, civilization has ended, and I'll be on high alert for zombies.
What few decent roads there were in the Midland/Odessa area, if not already, will be history. I'm in the belief that I-20 will always be under construction.
Gulf south? Oh, you mean my Odessa beach front property. If you are talking Odessa, you obviously haven't been here in awhile.Err, You've got the very best roads in the entire Gulf South !
