Congress can't just "change the age for voting" as there's an amendment that deals with that issue. It would require a new amendment and those are notoriously difficult to come by . . . and properly so.

You are absolutely correct. But where does it that full auto guns can be banned? Where did it say hand guns are limited to people 21 and over. It didn't! Those are enforcment policies. The 26 amendment that gave the right to vote at 18 has 2 sections. The first gives the right to vote. The second section says "The Congress shall have the power to enforce this article by appropriate legislation". So Congress can enforce it as they see. Just like the democrats have treated "well regulated", two can play the interpretation game.
