Changes to Texas CHL ??

I hesitate to post this, but my curiosity is getting the best of me. A neighbor was checking into obtaining a CHL. (He let his lapse years ago - long and not interesting story.) He was told that the test is being greatly expanded along with the fees. I've searched and find nothing of the sort.

Is this just one of those evil urban legends?
