According to him, ONLY Police and Military are permitted to purchase/own assault rifles.

According ATF you may purchase/own (registered) 'Assault Rifles' with background check and tax stamp.

    Who is correct?

The point of the video was not who can purchase an assault rifle. It is the miss labeling of a semi auto military look alike rifle is not by definition an assault rifle. It is an old video made a little after one of the first mass shooting in Stockton California before Columbine in the 90's. When that happened, a guy I worked with. Had a sister that lived right across from the school that got shot up.
