Going through my late Father-in-law's tools, I found this. I have no clue what it is, but it kinda feels like a torch of some sort. The right-hand cylinder has a cap at the bottom that unscrew and is filled with what seems to be a cotton-like material. I can find no markings on it anywhere. Both cylinders rotate in the holder.
Can anyone identify it for me?

    What’s inside the left cylinder?

The two cylinders are not connected to each other in any way other than the holder?

If removed from the holder, can one cylinder screw into the other?
