I would prefer a more loosely organized neighborhood militia. Have connections and communication with other surrounding groups, but focused on our families, homes, streets, etc.

We already have the Texas State Guard. Maybe revive and expand it?

Sort of like a lite version of the Swiss army? I like it...As a state, I'd expand my state guard service to everyone who wants it. Issue them full autos to store at home, then issue a blanket statement saying all private arms are now in use for the state of Texas.
