My early thoughts: This was targeting police specifically and and possibly intended to avoid others.

Why would you put a bomb outside of bars at 6:40 AM Christmas morning if you wanted to target the general population? And a call of shots fired to lure them in.

Not gonna post my opinion on who I would suspect is behind it. Will wait for more info.

I have seen mention of this but find it ridiculous—seems to be originating from one news source. Police where on scene and bomb squad was on the way. Common sense says it was the police using their loudspeaker to clear the area. I guess we will have to wait til it all plays out.
