If the ballots aren't printed for a primary, a caucus can be made by the party that has no ballot. Meaning a vote is held within the states party, not that I trust the GOP.Yes they said they would do a caucus. It must be overturned or another dozen states will do it also. Good news is they will all be BLUE states, so no electoral votes lost.

Second, one can argue a primary is a state issue, not federal. A general presidential election, on the other hand, is federal.
While I do hope SCOTUS nips it in the bud with a favorable decision, I wouldn't put it past them not to on the primary.
