Because they don't care enough to to be as proficient as ole Jerry? NYPD might have a lot fewer innocent 3rd party victims if they were limited to revolvers, or SAFE restrictions.

Fun fact. Old school law enforcement training. Sticking a finger behind the trigger on a revolver, stops it cold. So if you get into a knock down drag out. The guy pulls a revolver. If you can, jam a finger behind the trigger.
