I think this is a popular misconception. Selling to an out of state resident, per se, is not illegal. Selling to someone have a reason to believe is not a resident of your state is illegal. It is not your responsibility to be a detective and prove the person is a resident of your state. If he says he is, and you have no reason to doubt him, that's good enough.
