Maybe try a needle(or a thin nail) thats been heated red hot?
Do not do in the house! Smell will be awful.

So, first one is porcupine, second one is badger, and the third one Jeremy was able to drill fine. It is black bear.

First one must obtain the cooperation of the badger or porcupine.....; or

Lock the object you intend to drill in a Drill Press Vise and drill a pilot hole with the smallest drill bit that is manageable before applying the drill bit of the desired size.

My suggestion also. I've used a Dremel with good results on small sea shells so I imagine this would be similar.
