If you do go with a bolt gun and those are the only two options, I would probably go with the .17HMR.
I’m open to other calibers, if a platform switch is what wins.

I just don't understand the fascination with 22 Mag or any 17 for poking holes in paper when 22 LR is abt .04/rnd vs .14/rnd for 22 Mag, and .20/rnd for 17HMR. If you are working on skill set and practice any will do unless you are going to 300+ yds and the the 5.56 is only slightly higher than the 17HMR.

This^^I would agree with that or a Savage Mark II.

I run Eley Target in my MK2 when I'm serious. Very good stuff.It better be @5x the price of LR. For production ammo, it’s going to have to be a very, very consistent ammunition to be competitive with the high end match stuff for LR.
For the same cpr, guys have shot .93” groups at 200yds with Eley.

The BR LR guys are shooting .06” or better center to center.
