Does gun powder "lose" weight over time? I have noticed that some of my "older" powders, (10+ years old) weigh less that the calculated weights per cc of volume. Exapmle: my Lee powder measures show 3.4 cc of Herco should weigh in at about 30 gr.
When I dump the 3.4 of Herco on a digital scale, it comes up at around 26 gr.
    Any thoughts?

Yep. I always use a digital scale to weigh them

Weight is measured by grains. Those Lee measures never get used at my house, except to scoop powder onto the scale.

Smokeless powder, any of it, is NOT consistant by volume like black powder is. As far as I Know, it never has been. And the results of even a slight overcharge can be much more catastrophic with smokeless than with BP. Plus the difference between how they work. Totally different processes happen whe ignited.
Measurement by weight is a much more accurate measure of smokeless powder than a volume measurement. Specific density is much more consistant than that of BP. If you are going to use a volume measure to reload, such as a Lee Dipper, always double check the weight to volume measurement of each container of powder. Preferably several samples from each container. As one put it,,,failure to follow instructions can result in catastrophic violent disassociation. Which would not a good thing.
There used to be publications that explain it far better than I can or have room to.
