Stingrays can be used for phone tracking and hell maybe the tech could be added on to the sound triangulation and bam what you described can be the new reality.They could even incorporate all the existing microphones that are out there- in our cellphones.
Say 10 phones in an area pick up the disitnct loud sound, triangulate it, and the phones grab IMEI from the few phones at ground zero to run through the database.

The devices you pay for work against you- like that little black box in your car that records telemetrics: hard braking, acceleration, turn signals...and uploads the data (OnStar, etc) to the insurance companies to determine rates.
