Do I need Texas hunters education certificate if I want to buy Texas hunters license?

Depends on your age too, whether you need to take the class or not. If you were born before Sep 2, 1971, it is not required.
You can take a one-time deferral. That is available at license vendors and costs $10. Also, you must be accompanied while on deferral. I think that means accompanied by a licensed hunter who has completed the HEC.

I took my hunters ed online in 2016, unless there has been a rule change since thenUnfortunately I believe it has to be in person unless they changed the rules for kids for covid or something.
I missed the under 17 part of the question. Texas doesnt require under 17 to have hunters ed if the youth is accompanied by a licensed person who has hunters ed (if born after Sept 2, 1971).We're you under 17 then?
I looked it up and tpwd says 17 and older are eligible for online. We will do the free online courses for practice for the real thing though.
