Sounds like the officer unloaded on the driver based on the fact the vehicle was reported stolen. Kind of vague I will agree on weather or not the officer was trying to effect a traffic stop to investigate.Has to be more to the story

Read 9.31 -9.33 of the Texas penal code. In Texas one needs reasonable belief at the time deadly force was used that the actor was under the threat of death or serious bodily injury to be justified in its use.I hope you dont follow his example. You will goto prison for manslaughter/murder.
He may have felt like there was danger at the very beginning and might be able to clearly explain that but that window closed pretty quickly and its obvious there is no way the truck can "pin" him even if it wanted to, but he kept shooting. It's going too wide in the turn and fast. I really think his problem was continuing to shoot after it's clear there is no life threatening danger. It a shittty thing to do to ask police to deal instantly with these dangerous and fluid situations but that's the job.
Many people goto prison because they go too far when using deadly force. They shoot someone fleeing that no longer poses a danger or shoot someone on the ground to finish them off. I'm not talking about shooting someone in the back or as they fall because of the dynamics of the incident as those are easily explained and accepted as a possibility now days.
Police officers are not expected to throw their lives away, but this go home alive being the number one priority has to stop and the pendulum is swinging away from that. I've watched academy classes emphasize and drill this go home alive and everone can kill you crap into officers to the point where you have people scared sheitless hitting the streets and acting like everyone is out to kill them.
Yes, every encounter can be dangerous but the emphasis should be on the tactics and procedures to mitigate these threats not the fear part. Sending scared people into difficult situations is asking for bad things to happen. Also, your number one priority is not to go home alive it's to protect and serve. Your life is a precious resource and staying alive should be priority 1a. If we are going to give you qualified immunity and the benefit of the doubt we expect you to act in good faith and wait that extra half second to make damn sure you have to kill that person.
This officer was wrong. A clearly bad shoot and one any civilian would be arrested for. When you look at police shootings it's rare as most are good. Like I said the pendulum is swinging and such things will not be ignored anymore. If they cant deal then it's not for them.
