I removed 50gal trash barrel of chips when my oak was ground. Dig it out before planting, it soaks up all the ground nitrogen when decaying. New saw dust is bad for plants.

Let’s not forget the HOA as well, they’re already mad enough about the tree being cut down
Now they can hit the homeowner with a lien on their property equal to the value of the removed tree. Most HOAs won't go to that much trouble but they can.

It's a hell of a risk to cut down a tree without prior HOA approval.

If you gave a stump that need to be removed.

Bore 1 to 2 inch diameter inch holes vertically a foot or more into the stump. (We used a 2 1/2 foot long spiral wood boring bit). Space them several inches apart in a random pattaern.

Fill each hole with diesel fuel. Plug and let it sit for several days then refill. The stump will absorb the fuel.

Light it and let it burn, all at once, or in sections.

We used this method in a commercial pecan and peach orchard to remove individual dead or damaged trees and needed to replant the spot quickly. As long as you don’t use an excessive amount of diesel that leaches into the soil it will be fine. Use enough to get the wood lit and the rest of the wood below will burn from the aeration provided by the bored holes. Repeat until you’re satisfied.
