I'll readily admit that it's been a long while since I messed with a Ruger Mini-14, but I came across one this evening with a 13 1/2" barrel and a pinned, 5 1/2" flash hider. Was that normal, or is this an oddball? I didn't find anything about it so far.....

Given Bill Sr.’s attitude about scary features on guns and his “ No honest man needs more than 10 rounds in any gun.“ mindset I would say that this is either a custom job or a LE edition of some sort.

Given the location of the front sight (at the end of the barrel, with 5"+ of flash hider protruding beyond it), I'm leaning more toward some sort of LE editiion - or one intended for it, that marketing managed to "niche" out. Every aftermarket FS I recall seeing slipped over the end of the barrel with a slot for the front sight - this sucker is threaded and pinned.
