A week and a half ago they found 2 dead bats in my town down here in south Tx, both were test confirmed for rabies, they've been passing around flyers and monday they had a temporary Rabies clinic setup outside the courthouse for everyone to get their animals vaccinated.

Sounds like this may be more than an isolated inccident, I wonder where these bats are coming from, and how they're getting to New Braunsfels and down here close to Brownsville.

Bats just happen to be mammals and hang out together so that it tends to spread among them. Any mammal can be a carrier and in many places raccoons are a major culprit. That's a particularly easy way for dogs to pick it up, as a rabid 'coon will have no problems getting mixed into it with a dog.
